I did it! I think I have figured out the construction of the smock-like ruff that the Princesse de Conde is wearing! I experimented with a small bit of fabric and it works great! I will be posting a picture of my test later.

BTW, the link in this posting is not linked to my webpage yet or anything else. Currently, I am just cutting and pasting interesting stuff or pics of my experiments just because I need a place to stick them in. I will probably have a diary of this gown eventually.
